What a citation must pin down
Published values change when agreements are ratified, rate steps take effect, or a correction is made. A citation is only reproducible if it names the dataset version it was read from, because that version identifies a fixed set of published values. The current dataset version is 2026-08-12+416489ba and the current methodology version is 0.6.0; both appear in /version.txt and the dataset version is printed on every page.
The dataset version is content-addressed: it changes if and only if a published value, unit, state or source reference changes. Prose and layout edits do not move it.
